Files On-Demand - download all files is not available due to your organisation's policy

To control whether users can download all their OneDrive files for offline access, you can adjust the "Use OneDrive Files On-Demand" policy. This setting can be found in the Group Policy Management Console (gpmc.msc) under Computer Configuration > Policies > Administrative Templates > Microsoft OneDrive > Files On-Demand.
When this policy is enabled, users can only download files and folders as needed. While this saves disk space, it requires an internet connection to access their files.
If you wish to disable the "Use OneDrive Files On-Demand" policy and allow users to download all their OneDrive files for offline use, follow these steps:
- Launch the Group Policy Management Console.
- Go to Computer Configuration > Policies > Administrative Templates > Microsoft OneDrive > Files On-Demand.
- Double-click the "Use OneDrive Files On-Demand" policy.
- Choose "Disabled."
- Click "OK."
Once you've disabled the "Use OneDrive Files On-Demand" policy, users can download all their OneDrive files for offline access by following these steps:
- Open the OneDrive settings app.
- Click on the "Settings" tab.
- Under "Sync and backup," select "Manage sync."
- Click "Download all files."
Keep in mind that if the "Download all files" button appears grayed out, it indicates that the "Use OneDrive Files On-Demand" policy is still enabled. You must disable the policy before users can download all their OneDrive files for offline use.

Thanks for your answer.
So the button is greyed out because Files On-Demand is enabled ?
We thought it was used to force OneDrive to donwload all the files even when Files On-Demand was enabled.
Files On-Demand is enabled for all of our users but some of them want to download all the files right away without having to select them first and make them available offline.
Ok ok, I see now, we had not understood the functionality of this button like you explained it.
