File sync issue from desktop to ondrive folder

I have a client who is happily using onedrive on several machine.
They have encountered an issue with sync, under specific circumstances.

If they copy a file from a memory stick to a folder within onedrive - This works fine, and the file syncs.

If they copy a file from a memory stick onto the desktop (which is within onedrive) this works fine, and the file syncs.
If they then take the file they have copied to the desktop, and try to move it into a folder within the onedrive structure - Onedrive hangs "moving shared items".  The only way to get it to restart, is to pause sync, remove the "stuck" files, and restart sync.
