Dynamics 365 Operations - Order Lines licenses cannot be activated.

I'm sorry that you're having trouble.
The Operations – Order Lines license is an unassigned license, so the user has to have indirect access. Direct use of the Dynamics application does not qualify. More information can be found on pg.36 of the D365 Licensing Guide (D365 LG).
If you've read the D365 LG and your user qualifies, then unfortunately I'm unable to provide tech support, so you'll need to log into Partner Center and submit a ticket.

The issue is that the Order Lines product in no longer on the pricelist or available to purchase in Partner Center, but it is still on the product terms guide.
