In general question is how it will be processed situation when customer utilizing Enterprise plans with Teams wants to change partner after October 1st. In general new partner won't be able to open this subscription in Partner Center (also confirmed by Q&A number 49 in Partner Q&A as not supported). Unfortunately, transfer subscriptions is not available for NCE/New Commerce Experiences license-based subscriptions.
Partners that need to transfer New Commerce subscriptions between partners will need to ensure their current partner's subscription does not auto-renew after it's term and then acquire the subscription from the new partner.
Note: I don't see 49 questions in the FAQ section of the link you've attached, so I'm not following the 2nd half of your reply.
