Bridge to the Cloud 2 Promo for subsidiary company
I do not expect the acquired company would be eligible to use BTTC2 promo.
1) They did not own an on-premises version of NAV / BC and are therefore do not have an active Enhancement Plan, which is a requirement
2) Not if they want BTTC2 licenses in their own tenant
If, they were to migrate to or share the BC instance in the same tenant as the primary company, then the promo licenses could be increased accordingly. But given that they are in different regions, then this is perhaps not a realistic option.
You could raise a support case or email your local ROC and ask for a guidance.

Contacting their local ROC is a part of the process of purchasing the BTTC2 SKUs, however, the Partner holds the responsibility of reviewing the documentation to confirm that their licenses are eligible, which is why I provided the resources/documentation. Once they've reviewed the BTTC2 FAQ & Global Promo Readiness Guide that I referenced, they can determine if the licenses for company B are eligible.
Once they've confirmed, there are steps that must be followed before contacting their local ROC (as explained in the BTTC2 FAQ). Then their ROC to make the final eligibility decision.
Since I do not know the details and state of the licenses with company B, please refer to the documents/resources in my reply to determine if the licenses are eligible which is the BTTC2 FAQ (that includes Exhibit 1), and the Global Promo Readiness Guide. However, as mentioned, if you are a Reseller, please contact your Indirect Provider for support.
