Adding additional Dynamics on-prem licenses via Dual Use Rights - Minimum Purchase

If a customer would like to add additional Dynamics on-prem licenses via NCE and Dual Use Rights, is the minimum purchase according to the product terms still mandatory?

Example: A customer has 25 Dynamics AX 2012 R3 Enterprise on-prem users and wants to purchase additional users via Dynamics 365 Finance (Software as a Service) with Dual Use Rights and Downgrade Rights. Must the customer meet the minimum purchase of 20 users also for the additional users?

    Do note; that for as far as I'm aware, you're not able to extended on-premises license with Cloud DUR licenses.

    What I mean, if you have 25 on-premises licenses and purchase 20 Cloud licenses and apply DUR, etc. You don't have 45 on-premises licenses to use.
    For the 20 Cloud DUR licenses you'll get a new on-premises license key for just those 20 users. Thus you'll have 2 on-premises keys; one for 25 (the original) and one for 20 (DUR) users. So in total you have 45 on-premises licenses, but divided in 2 license keys and you can only import one license key in an environment... so you can't have 45 users in a single environment.

    If you want to license an on-premises environment thru Cloud licenses, I would consider the BTTC2 promo and purchase all required licenses in the cloud (all 45), apply DUR and get a single DUR on-premises license key for all those 45 users.

      Nevertheless, it would be great to have a verified answer for this. Can someone from Microsoft please answer this?
