Where does Microsoft Teams' Who bot get its data from?

I'm trying to ensure our company fills in their AAD "ask me about" information as I believe that Who bot pulls the information from there. Is this correct?

We have difficulties in tracking what skills people have. Can anyone offer a useful way for our company to tag people with specific skills and make them discoverable?
