Where are the replace background option?
When I start a video call I do not have that option to replace the background (only blur background) that was rolled out already. I am using the desktop app: 1.3.00.8663 which I already tried to up...

Hold on, rollout of new feature can take a couple of weeks and it is done server side. So Microsoft is rolling out this feature to tenants, when your tenant gets the update you will see this feature. Having the client up to date will make sure that when your tenant is updated your client will be able to use this feature.

I am on 4 different corporate tenants. So whats that mean? I have to wait for one of them to get it? Then if I switch to another I've lost it again? Why cant they just make an updated download for the client somewhere? This feature is absolutely critical and I've been waiting a long time for it.

When one of them get updated you will get the feature update when you are connected to the updated tenant.
Updates are published to the tenants server side, not client side. That is how the infrastructure is built. I guess you will get the update within 1-2 two week. Since we been waiting for this feature for about a year a couple of extra days is not that much.
