Viewing an external linked pdf url in a website tab instead of downloading

I'm trying to get the hyperlink above to display in a tab and not download the pdf. I've tried the website tab, but when you nav to that tab, it downloads the pdf. How do I get it to simply display in Teams as opposed to download?

I have reproduced, and it seems to - as you say - automatically download.
Does the file need to be hosted? You can always download it, upload it into the Files Tab of the team and then pin it as a PDF, or is it important it stays where it is?
