Using the Small Window for Incoming Teams Calls
A recent improvement is the introduction of a small window for incoming Teams calls. It doesn’t sound like a great step forward, but switching to the small window is a surprisingly useful step. The sad thing is that many users won’t know that the option to switch exists because it’s buried in Teams settings. If you’re a busy person who takes lots of Teams calls, switching is definitely recommended.

Hi, the small incoming-call window behavior is mostly controlled by the Teams client and notification settings, so there may not be a lot of deep customization available. I’d first make sure you are on the latest new Teams client, then check Teams Settings > Notifications and activity and Settings > Calls for any call pop-up or notification behavior options. If the window is not appearing consistently, clearing the Teams cache and testing with Windows Focus Assist or Do Not Disturb turned off is also worth trying. If the ask is to force a specific small-window layout, that may need to go through Teams feedback.
