Upload a file in Teams without downloading the files from the member.

If anyone can answer t this question many thanksssss.

I would like to upload a file in microsoft teams, not in a conversations but in a folder in files-channel. But I want to make it just viewable and not with the option of downloading it. How can I do? 

I have already try to select the option in manage the access, but there are restrictions upstream.
