Unable to assign phone number to users
I have users who I have assigned a Teams Phone Standard license and a domestic + international calling plan, along with their business standard M365 license.
For whatever reason, I can't add 4 out of the 5 users. When I try to assign them a number within the Teams Admin portal, their name is not found. Super quirky since I can add 1 out of the 5 and they all have the same licenses.
Any idea what's going on?

robotech. Hope you are doing weel. There could be several reasons why you are unable to assign a phone number to some users in the Teams Admin portal. Here are some possible explanations and troubleshooting steps you can follow:
1. **License Syncing Delay: ** Sometimes, it can take some time for license assignments to sync properly across all Microsoft 365 services. Wait for a while and try again later to see if the issue persists.
2. **User Principal Name (UPN) Mismatch: ** Ensure that the User Principal Name (UPN) for the affected users is correctly configured and matches the domain associated with your Microsoft 365 tenant. A mismatch can cause issues with license assignment.
3. **Licensing Errors:** Check for any licensing errors on the affected user accounts. If there are any issues with the licenses assigned to them, it might prevent you from assigning a phone number. Review the licensing status of these users and make sure there are no conflicts or errors.
4. **Teams Upgrade Status:** If these users were recently upgraded to Teams from Skype for Business, it might take some time for their accounts to fully transition. During this period, certain features, including phone number assignment, may be temporarily unavailable.
5. **Phone Number Inventory:** Ensure that you have available phone numbers in your inventory to assign to these users. If your phone number pool is exhausted, you won't be able to allocate new numbers.
6. **Country/Region Restrictions:** Check if there are any country or region restrictions that might prevent the assignment of phone numbers to these users.
7. **Administrative Permissions:** Verify that you have the necessary administrative permissions to assign phone numbers. You might need to be a Global Administrator or have specific Teams admin roles.
8. **Service Outage:** Check the Microsoft 365 Service Health Dashboard to see if there are any ongoing service outages or issues that could be affecting phone number assignment.
If none of the above troubleshooting steps resolve the issue, you may need to contact Microsoft Support for further assistance. They can investigate the specific situation in your tenant and provide more targeted solutions. Keep in mind that the Teams Admin portal and licensing features may undergo updates and changes, so it's always a good idea to refer to the official Microsoft documentation or reach out to their support for the most up-to-date information and guidance.
- robotechCopper ContributorThanks for the detailed reply. I went through all the possible issues, but none of them pertain to my case. It's weird why 1 out of the 5 users who are all in the same country (same office), I'm able to assign a number to and the other 4 I can't.
