Unable to assign phone number to licensed user
I have never seen E3 and E5 selected for one user in many customer tenants, E5 contains everything E3 does with some additions, removing E3 will not affect the user.
Try doing it in the old Skype for business portal too, the first user I tried to assign a number to did not work in the Teams Admin centre, I had to use the legacy porta.

Hi Andrew, thanks for the feedback.
The reason we have both checked is users are not given all E5 features, so they reside within the E3 license, and are they given E5 features in dedicated OU Group created for the specific requirement.
In our case, we have all features Word, Excel coming from E3 license, and then Phone System License, and Calling Plan license created from specific OU Groups created, which is why the E5 box is then checked.
Can you advise of the Legacy Portal, as l can only see the Teams option in my Admin portal.
This could be restricted by our domain admins/teams admin group.

Interesting scenario, but E5 is £48 RRP and E3 is £28 so you are paying £76 for this scenario when you only need to pay £48 (costs will be cheaper if on Enterprise agreement etc) . E5 gives you everything E3 has so word, excel etc. I would definitely recommend speaking to your licensing provider about this. I am sure the OU could also remove the E3 license when applying the E5.
Anyway I digress, the legacy portal is in the Teams admin centre, second option from the bottom on the left column.

Query regarding setting up calling plans, 1st time round and on the learning path

When setting up Calling Plans, are communication credits required as indicated in this link:
Even if your users are assigned Enterprise E5 licenses, you still need to assign https://docs.microsoft.com/en-us/microsoftteams/what-are-communications-credits licenses to them if they want make or receive calls from the PSTN.
