Yes, that's the way it works. If you don't want people to see each other, then use multiple tenants.

Just to clarify my query once again
xyz.onmicrosoft.com tenant
A.com
B.com
Now A .com is able to see all users of A.com and B.com domain users are visible in teams chat and vice versa B.com is able to see
B.com and A.com user in teams chat
Please clarify , appreciate your help
