You can’t have two separate Microsoft accounts using the exact same email address. Each account needs a unique email.
If one email is dead, you might update that account to a new, different email you control, but both accounts can’t share one email.

I get where you’re coming from, but unfortunately, you can’t use the same email for two separate Microsoft accounts. Each account needs a unique email. You might consider adding an alias or updating the dead email to a new, active one instead.
