Tracking Competencies & Development in MS Teams?

Does anyone have any experience building an employee development program inside Microsoft Teams? Our team had the idea to map out competencies and integrate employee development programs into our overall performance management cycle. We would love to keep all of this inside Teams. Is Power Apps the way to go?
