TEAMS set up approval
Does anyone know if it is possible to allow users to set up there own teams but these will not be active until a moderator has approved?

Yes, you can setup a flow in Power Automate. In the flow you can setup an approval that have to be approved by one or many people.

So there is nothing built-in to Teams to do this, but you can use Power Automate together with Azure Automation and PowerShell.
- No you can’t let user use the Out of the box Teams creation option and add an approval prior the creation. You will have to build your own teams creation à forms and process/power automate to achieve this like Linus said.
