can administrator use Teams to schedule Call Detail Record report regularly？

Yes like Vasil mentioned the feature is not natively available in Microsoft Teams Analytics. But using third tool and Microsoft Call Records API we can achieve the same.
Additionally we can also explore Microsoft Powe Automate to perform the task.
