Teams recording unavailable when Copilot is disabled tenant‑wide

When Copilot is disabled tenant‑wide, the ability to record meetings in Teams disappears. This is a bug: recording and Copilot should be technically independent features. The issue is reproducible and has major compliance impact. Previous support cases were closed without resolution, and new incidents receive no response. We urgently request Microsoft to acknowledge this as a bug, provide a temporary workaround, and communicate a permanent fix.
