Teams Recording Only Shows 9 Participants

We recorded our staff in a video on Teams today for an appreciation video and I could see everyone on my screen in large gallery when I started recording.

However, when going to view the recording, the recording only shows 9 participants, so the rest of the staff was in small boxes on the right side of the screen with no visibility.

Can your recording not show more than 9 participants at a time?
