Teams PSTN calling / licensing

Hi,

Couple of questions?

• For a user to receive a transferred PSTN call i.e. receptionist transfer do the need the "phone system" license at a minimum?
• If a user has a "phone system" or "m365 business voice license" do they get an DDI number that they can receive calls on (but cannot dial out if they do not have a calling plan?
