Teams Meeting not displaying all attendees

Someone at my organization has an issue where they are unable to see every attendee that is on in Teams. Below is a screenshot of a recent meeting they had where there are two additional attendees that are not showing up for him but other attendees on the meeting are able to see the other two. He has tried switching between the different gallery views but nothing seems to work. Does a
