Teams always offline

I added a new contact in my teams, but, it always offline even the people is online, when he is  answering me, his status is online for himself, but for me, it's offline. what the hell is that ?

I supposed I've not accepted his first contact.. because for anothers account, he is online, but for me, always offline.
