what means "let us create our own private chats to talk with friends"?
looks like your admin could set the policy based on
1, is this chat means "channel"?
2, are these friendes in the same Org?
3, does these "private" means you don't want the monitor from administrators?(it's impossible)

You need to take that up with your administrators, not much we can do here.
