You can create a team on top of a modern sharepoint team site! You can use both teams and SharePoint to create files but keep in mind that each channel in Teams files tabs links to a corresponding folder in that SharePoint library so any files in the root or outside those channel folders won’t be accessible through Teams! But you can also link that entire library or any other SP library as a tab in any channel
