setting for "Team members can add channels or edit existing ones"
Why can't the channels permission "Team members can add channels or edit existing ones" given to owners only? It makes no sense that owner can't do it is members can't.
Then I guess it could be some temporary error or some error that requires help from support. Check if you have the same problem in other Teams and with other owners, also check with Teams web client. https://teams.microsoft.com

I checked in another Tenant and it worked like you said.
I may had the problem because I did not wait enough time after making myself an owner.

- This is most likley the issue, especially if you made yourself owner in admin tools and not in the Team itself it usually takes awhile to propagate.
