setting for "Team members can add channels or edit existing ones"
Why can't the channels permission "Team members can add channels or edit existing ones" given to owners only? It makes no sense that owner can't do it is members can't.
Then I guess it could be some temporary error or some error that requires help from support. Check if you have the same problem in other Teams and with other owners, also check with Teams web client. https://teams.microsoft.com

If you untick that option in your Team members will not be able to create new channels or edit existing ones, but owners will be able to.
