We encountered the very same issue and after some significant hunting, we isolated the issue to 3 JSON files that need replacing.
I have included these files within the zip file attached.
To ensure that this works for you, follow the steps below:
1. Sign out of Teams (do not just exit the application), and wait until the application asks you to sign in.
2. Close/Exit Teams by right clicking on the Teams icon in the system tray and selecting Quit.
3. Extract the zip file to a location of your choosing and copy the extracted files.
4. Browse to %APPDATA%\Microsoft\Teams and paste the 3 files you extracted in step 3 into that folder, replacing the originals.
5. Launch Teams again and sign in.
6. Enjoy your Backgrounds feature.
Please note that this fix will only work if your laptop/PC has the capable hardware to support this feature.
Hope this helps you!

Verify that your hardware meets the technical requirements: https://docs.microsoft.com/en-us/microsoftteams/hardware-requirements-for-the-teams-app

For a better experience with video calls and online meetings, we recommend using a computer that has a 2.0 GHz processor and 4.0 GB RAM (or higher).
- The optional Blur my background video effect requires a processor with Advanced Vector Extensions 2 (AVX2) support. See Hardware decoder and encoder driver recommendations for a list of unsupported decoders and encoders.
- Joining a meeting using proximity detection in a Microsoft Teams Room requires Bluetooth LE, which requires Bluetooth to be enabled on the client device, and for Windows clients requires the 64-bit Teams client. It's not available on 32-bit Teams clients.

Laurie Pottmeyer - I too cannot access the BACKGROUND EFFECTS and I thought it was because my workstation is still running Windows 7. (Yes, I know. There is a reason so please no lectures.)
The only thing is now, with a recent TEAMS release, MS introduced the "TOGETHER MODE". When I activate "Together Mode", my video image is trimmed correctly and placed into the virtual auditorium seating.
Now if "Together Mode" works with my WIN7 setup, why does the "Background Effects" NOT work??? Both seem to be equally challenging for the system, no?
Just wondering out loud...

I had posted back several weeks ago that "Background Effects" on my Windows 7 installation (yes I know...old) is not available in Teams.
I would like to point out that it cannot be my hardware OR operating system as "Google Meet" will BLUR my background within their meeting apps *browser* implementation!
Is the development team @ TEAMS perhaps just being purposely biased against the Windows 7 OS?

Hello,
I had exactly the same issue. I use to work and suddenly the option disappeared. I have an CPU with AVX, it is not related with this because it used to work before.
I've tried everything with the ...\AppData\Roaming\Microsoft\Teams\blob_storage\Uploads\, install /reinstall, clear cache. Nothing worked for me.
Then I went back to the basics. What new features have MS released recently for Teams? "New meetings experience"
Go to Teams Settings - General - Disable " Turn on new meetings experience ..." - > Restart the Teams and the "Apply Background effects" will show up again.
For me it worked also after I reenabled the "New Meeting experience ..." and restarted Teams.
I hope this will help.

Yes, the development team will not be testing or accepting issues related to Windows 7, you need to use a supported operating system 🤷:male_sign:
