Do you want a meeting organiser to choose if a meeting is automatically recorded?
Meeting organisers can use a setting in the “Meeting options” for each meeting.
The “Record automatically” option sets the recording to start when the first attendees joins. See this page for reference.

I am Actually looking for option not in meeting but 1-1 Call from Teams to PSTN and in that i want on demand recording.
