Make sure the client is the very latest remote desktop client
downloaded from here

as well as the client registry keys.
[HKEY_CURRENT_USER\Software\Microsoft\Terminal Server Client\Default\AddIns\WebRTC Redirector]
"DisableHWDecoder"=dword:00000001
"SettingsEnabled"=dword:00000001
If the above does not work for that specific client update the Intel Graphics driver on the client,
If that does not work
set the following
HKEY_CURRENT_USER \SOFTWARE\Microsoft\Terminal Server Client\IsSwapChainRenderingEnabled to 00000000
as per https://learn.microsoft.com/en-us/azure/virtual-desktop/whats-new-client-windows#updates-for-version-122851
