Promoting Guest To Owner

A Guest, by design, cannot be an Owner, neither a Member in a Team in the Tenant where he/she is a Guest
In other words, can we make it so that if one person is out, could the other 2 have access as an owner so that solely 1 person would not have control but 3 would have control. I hope that is clear. jcgonzalezmartin
