Pop Up (?) not working

so I am not sure what to call these, but my pop-up inside Teams applications is not working.

If I hover over the help icon, i get the menu but then when i move my mouse over it, they disappear.

The same thing happens if I try to open up the Gif window.

The "what's new" window pops up but when I move my mouse to it, it just cuts it partially off

I've attached a pic of what it looks like AFTER you hover over that area.

I looked in settings but couldn't find anything that pertained to this.
