Participant Camera Questions
During trainings, we'd like to be able to require all attendees turn their cameras on, however, their cameras are only visible to the presenter and not other attendees. We run a 2 person training team, so one presents and the other would monitor the participants. We are trying to eliminate as many distractions as possible and this is one way to do that. We had the Premium subscription, but could not require cameras on.

teams doesn't allow you to force cameras on, even with Premium, it's up to each user. Also, in most setups, only presenters can see all participant videos. To work around this, use regular meetings (not webinars), ask users to turn cameras on, and promote key attendees to presenters if needed.
The ability to require users in a Team Meeting to turn their respective cameras on is not possible. You can set the meeting so that they can't turn on their camera—the opposite of what you want to do. The Organizer can do this in Meeting Options. See the attached image.
The only thing you can do is ask them to turn on their cameras, but they will use all participants in the meeting, regardless of whether someone has their camera on or off.
