That ("stalking") is a very good question, although I would think the first line of response would include a company's HR and/or Safety/Security Departments.
Sadly, MS (as do other companies) leverage the process model of getting users on board with cool features, then yank them out, then return them for additional recurring revenue.

That's why I mentioned it in a previous comment - that's the reason we were given by MS for the removal - complaints of employee monitoring - but I don't know any more context.
