I found out that the additional cache for the new Teams is located here:
%userprofile%\appdata\local\Packages\MSTeams_8wekyb3d8bbwe\
Clearing the entire folder does not fix the issue!
A workaround and solution is to log in on other local account (or any other), then sign in to Teams with the affected user's account, and finally copy the newly created contents of the folder
%userprofile%\appdata\local\Packages\MSTeams_8wekyb3d8bbwe
from this profile to the same location in the affected user’s profile.
