Not possible to create org-wide teams

Question

It is still not possible in our tenant to create org-wide teams, so I wonder if it's due to the way the number of users is counted. We currently have 7,760 licensed users, but we have close to 20,000 unlicensed users because of our policy to never delete the accounts of former employees.

Shouldn't we be able to create org-wide teams?

This is not a permission question?(only) Administrator permissions will show in MS Teams the third option in the Privacy details of a team: Org-Wide.

JakobRohde&nbsp;The only option what I can find is to open MS Teams as Admin. Select the “…” menu, then “Edit team”. There you'll find the Org-wide setting.&nbsp;I cant see this option in the (Teams) Admin-center.. (what i would expect..)

I know how I am supposed to create org-wide teams. My problem is that the option is not available to us, and I wonder if it's because we keep all accounts and the disabled accounts also count against the current maximum of 10,000 users.

That's correct: https://docs.microsoft.com/en-us/microsoftteams/create-an-org-wide-team#:~:text=If%20you%20don't%20see,size%20limit%20of%205%2C000%20members.If you don't see the Org-wide option when creating a team and you're a global admin, you might have reached the five org-wide teams limit, or your organization might have more than the current size limit of 5,000 members. We're looking to increase this limit in the future. Org-wide teams aren't yet available for Teams for Education.
