Not possible to create org-wide teams
It is still not possible in our tenant to create org-wide teams, so I wonder if it's due to the way the number of users is counted. We currently have 7,760 licensed users, but we have close to 20,000...

No, I am Global Admin.

JakobRohde The only option what I can find is to open MS Teams as Admin. Select the “…” menu, then “Edit team”. There you'll find the Org-wide setting.
I cant see this option in the (Teams) Admin-center.. (what i would expect..)

If you don't see the Org-wide option when creating a team and you're a global admin, you might have reached the five org-wide teams limit, or your organization might have more than the current size limit of 5,000 members. We're looking to increase this limit in the future. Org-wide teams aren't yet available for Teams for Education.- JakobRohdeJun 02, 2020Iron ContributorThanks, Juan.
