Hello Andres,
As I am not a English native, I don't understand your question, but I searched around :
1) in the Microsoft 365 administrator center, when I click on my account :
- under account tab, I see that I have a "general administrator" role
- under applications tab, I see that all Teams Premium applications are selected
2) in the Microsoft Teams administrator center :
- under teams tab, I don't see any team despite I have created one team in the Microsoft 365 admin center and it shows me that I have a total of 2 users
- under users tab, I don't see any user despite I have 2 users in the Microsoft 365 admin center (the admin and another one)
Do you need another information ?

Hello,
I found the reason and the solution for my problem : it's the family licence which doesn't allow to manages policies. With another account, I tryed the basic business licence and I've got the ability to change policies everywhere.
It's understandable that Microsoft considers strategies to be linked to the business world, but it would be better if the documentation mentioned it.
Thanks for your help.
