This looks like a bug that can be fixed by Microsoft if you provide the correlation ID. Check out this post https://techcommunity.microsoft.com/t5/project/quot-we-couldn-t-open-your-project-quot/m-p/1685806/page/2 where many people report the same. I'd suggest you tag onto this one, or open a ticket with Microsoft and mention this thread.
