AvnerLib It's a bad design and so is the https://support.microsoft.com/en-us/office/customize-your-meeting-view-95aaeaf8-0f22-46cf-a6f9-34ca9b04a1b2?ui=en-US&rs=en-AU&ad=AU (as https://microsoftteams.uservoice.com/forums/555103-public/suggestions/35475265-video-feeds-from-meeting-participants-should-be-at - way back in 2018 mind you). You can only move the videos to the top via "Gallery at top" which is only possible when on a call. You should be able to default it to always be at the top but of course, they didn't do that. The change does work but you have to click the "Gallery at top" EVERY single time!!!
