No, you have to setup that normalization of numbers have to be done in the Dial Plan. If your SIP Trunk provider requires another format (ex. 001555 instead of +1555) it is better to change that in your SBC.

I SfB when I put 9011 for International it is resolved correctly.
I setup the same normalization rules on Teams. but here it fails. It only works with 011.
I have setup ExternalAccessprefix to 9.
