Microsoft Teams - Shifts App - Offer a Shift - Limitations?

Good Afternoon! We are currently using Shifts and we have a team member who was assigned a shift but she did not want it. She offered up her shift to other team members. She received an error (I don't have the error documented) when she tried to offer her shift to 30 people.

Q. How many people can you offer up a shift to?
