Microsoft Teams - Invite People is missing

How about if you enter the full E-mail?

I don't see the option "add as a member". I only see "add as a guest".

Are you using Teams free? Is it your own Teams free organization and are you the admin? If you're only a guest in that org. but perhaps an owner of a team (?) you will only see "add as guest".
Let me just add to avoid confusion that this can be changed as it's off by default. The creator of the Teams free org. can select that all can invite to the org. It's located in top right corner under "Manage org" only accessible for the creator of the Teams free org.
