Microsoft Team Bot sideload issue ?!

Hello Guys,

I did some research and couldn't find a solution to my issue.

I am simply trying to side load a simple team bot to my own office365/team tenant , but i'm having this:(says i need permission, authorization)

But i am signed on the global admin account....

here are my setup policy settings:

- I am using VSCode with microsoft team toolkit

I also noticed there a new setup policy named FirstLineWorker that I can't customise:

What's missing here? Please help
