Currently this feature is not available in Microsoft Team. Below is the uservoice for the same.

The current design allows participants to unmute themselves; if you want total control over muting participants, you'll need to create a Live Event. If you want to see this functionality then I would recommend to raise a Uservoice here: https://microsoftteams.uservoice.com/forums/555103-public however, it is already achievable through Live Events.
