Message extension doesn't work for a new added chat
We are seeing "something went wrong in ProcessInvoke" 502 error when using message extension task module to send a message to a new chat.
This error only happens when you start a chat with someone you never had chat with.
To reproduce, just start a new chat, try to send a message through a compose command involves task module, for example: Box. You will see the "Something went wrong please try again" error, in the browser console, you will see 502 error. Screenshots are attached.
The issue doesn't happen for an existing chat. Seems the chat needs to be initialized by send a message before using message extension.
