These are the prerequisites: so if these are not met you can't record

User has Office 365 E1, E3, E5, A1, A3, A5, M365 Business Premium, M365 Business Standard, or M365 Business Basic.
User needs to be licensed for Microsoft Stream1
User has Microsoft Stream upload video permissions
User has consented to the company guidelines, if set up by the admin
User has sufficient storage in Microsoft Stream for recordings to be saved
User has TeamsMeetingPolicy-AllowCloudRecording setting set to true
User is not an anonymous, Guest, or federated user in the meeting
To enable transcription for a user's meeting, the Teams meeting policy they are assigned to must have the -AllowTranscription setting set to true.

In addition, cloud recording may be turned off in the meeting policy applied to you in the Teams Admin Centre

Have a run through these and hope once all the pre requisites are met, and you have it in your meeting policy applied to you, you will be able to see it and record

Elisa123 Are you using Teams hosted in Germany? At the moment there isn't a Microsoft Stream service in that datacenter, so there is nowhere for recordings to be stored. If you do not mind the recording leaving that data centre, there's an option you can now choose.

If your data is already in a suitable region, then I would suggest it's probably a setting in your Meeting Policy.
