Is it possible to disable the Files tab from the Chat Window in Teams

The big problem with the 'turn-off-teams-native-file-upload-policy' is that means users cannot even upload files in Chat and Post Tab. I cannot for the life of me understand how to get around.
The outcome is a Teams environment where users can still fully use (as in they can upload photos and documents) on Chat or Posts Tab, however the channel Files Tab is hidden and then we manually add the Document Library Tab from SharePoint on the channels we actually want, rather than all channels so that we can control where the files go. The settings suggest that this is possible, however, it is not working.
