How do I delete a recording now that meeting recordings are not being uploaded to Stream
Unfortunately, even as the person who started and ended the recording, the Delete button is grayed out for me. Pretty disappointing... I was hoping that after more than a semester of this disaster, Microsoft would have figured out a way for us to do the most basic (and possible important) thing, which is to delete a file.
There was a situation in my organisation where some inappropriate comments were made on a video, and it was incredibly important to render the video inaccessible. We had to rapidly delete the entire team (ruining an entire semester of files and work) and recreate it to resolve it... and even then, I'm not sure that the video was truly inaccessible, but it was the most that could have been done.
Hi, before the new storage location for recordings in Teams (now OneDrive for non-channel meetings and SharePoint for channel meetings) and if not being eligible to use Stream (no license) the Teams recordings ended up in the Azure service with a 21-day limit, accessible from the meeting chat, without being able to delete it no matter if you were the owner. I haven't used the "old experience" in a while so I have no idea if you can actually delete the recording in the above scenario today. But from the comments it appears to still be an issue.
So first things first. Have your organization opted in to use the new storage location? (OneDrive and SharePoint)

As for using the old storage experience without a Stream license I can't verify if they have made it possible to delete the recording from the meeting chat before the 21 days (the recording being in Azure Media Service). But I can confirm that it wasn't possible a couple of months ago.

"Following this change, your end users will continue to be able to record Teams meetings.
--To playback the meeting recording, participants will need to download the file from the chat window.
--To share or archive a recording, meeting participants will need to download the file and then upload it to Teams, Stream, SharePoint, or OneDrive."
This is what our users have to do at the moment - download the video, and re-upload id to Teams or OneDrive. However, this does not solve the issue of the original recording being un-deleteable.
Despite there seemingly being (still) a "separate" policy for A1 and A1 Plus licenses, there is almost no information about this on Microsoft's site, not addressing when A1 and A1 Plus license holders will be re-integrated into the normal way of doing things. The article I posted indicates that "This change is expected to last through the end of 2020, and Microsoft will provide updates for further changes", but I have not received any updates on this. I would love if someone from Microsoft could provide an actual statement indicating either that I am incorrect (that A1 licenses - specifically these - can officially stop using Azure Media Service and switch to OneDrive, which doesn't seem possible at the moment), or indicating when this will be possible... preferably with some actual information or articles to back it up.
