unfortunately, disabling the Recent Chat feature in Microsoft Teams for a user is not directly possible through the Teams Admin Panel.
I suggest you to give feedback directly to Microsoft. You can do that by following these steps:
- In Microsoft Teams desktop app click on ... icon
- Click on Help
- From the drop-down menu choose the Give Feedback option
